Vietnam Annual Economic Report (VAER) is a main research production of VNU UEB’s Strategic Research Program entitled “Economic Theories and Macroeconomic Policy in the condition of International Economic Integration of Vietnam” which isimplemented by VEPR. The research program has been carried out since 2009 and its research results have been published as a series of annual reports in order to summarize the major economic issues in the previous year, discuss the economic outlook in the following year, and give recommendations on policy in the current context.
VAER 2009 - “Vietnam Annual Economic Report 2008 - Recession and the Challenges for Change” received high appreciation and encouragement from both economic experts and policy makers of Vietnam. The report was published by the Knowledge Publishing House.
VAER 2010 - “Choices for Sustainable Growth” was published in both Vietnamese and English, bringing this publication to the international research community.
Following the success of the previous years, VAER 2011 - “The Economy at a Crossroad” was published in the context of the complicated global economy and the national macroeconomic instability, referring to a series of key issues facing the Vietnam’s economy in entering into a new decade.
Currently in Vietnam, there have been some Annual Economic Reports published by professional and competent agencies, which are of high reference value and with updated and systematic datas. However, these reports tend to cover the major issues of the economy in a relatively stable structure, not in-depth researches on specific topics for each year or period. In addition, most of those reports are made by Governmental authorized agencies, not by an academic organization in a university.
For that reason, VEPR has made the Vietnam Annual Economic Report with new and distinct characteristics as follows:
1. Having a new and different structure from other traditional reports. The first chapters provide an overall evaluation on the world and Vietnam’s economy in the studied year. The next chapters focus on each and every important issue during the year and/or the following year. Each chapter has relatively independent contens and is designed as a single research to solve the raised issues, not only statistics or analysis of the current situation, but also providing the theoretical foundation and systematizing the arguments and historical experience of the issues with the aim to raise discussions and propose policy implications in the current conditions of Vietnam. The topics of the reports will vary each year, therefore they are expected to be a source of systematic references which is more meaningful.
2. VEPR, the implementing institution of the reports, is a university-affiliated research organization, who can give the most possible objective and independent judgement and discussion (in correlation with the Governmental authorized agencies or policy-making agencies). Besides, VEPR is not dominated by any single or group of enterprises or international organizations.
3. To make the reports, VEPR has invited economists or economic experts who have independent thinking and voice. The group of authors may vary year by year, depending on the in-depth topic of the respective year. In general, the authors are all young economists of Vietnam, who used to be trained at developed countries, being able to use modern research tools, having practical experiences with Vietnam’s economy and willing to dedicate to the national development process. During the process of making the reports, the authors hold intensive seminars for comments and criticisms from leading national and foreign economists.
4. In addition to the purpose of providing information and knowledge to the readers as enterprises, organizations and researchers, the Reports are also expected as an effective channel for policy discussion and dialogue with the Government and authorized agencies of economic management.

In 2008, the world economy experienced significant changes. Vietnam’s economy, which was already in serious macro imbalances, reflected in high budget deficit, high current account deficit and high dollarization, was pushed deeper into the global economic depression. The macroeconomic constraints left little spare for adjusting the fiscal-monetary policy and the policy on balance of payments, making it uneasy for the implementation of macro policies in such context.

Following the success of VEPR 2009, the 2010 Report on “Choices for Sustainable growth” was released in the context of Vietnam’s economy bottoming out and recovery after the world’s worst economic crisis since the Great Depression in 1929-1933. However, despite the positive signs of recovery, Vietnam’s economy had to encountered enormous challenges as a consequence of the previous turmoil period, including the macroeconomic imbalance accummulated in recent years, poor policy coordination and management, the need to accelerate the economic structure reform in adaptation to the post-crisis world, etc. In such a situation, Vietnam had to select a series of new strategies that were suitable for the new conditions. That was also the reason for choosing the topic as stated in the name of the Vietnam Annual Economic Report 2010.
In addition to the purpose of providing information and knowledge to the readers as enterprises, organizations, and research groups, the Report was expected as an effective channel for policy discussion and dialogue with the Government and authorized agencies of economic management.

The Report is updated with information and data till the end of December, 2010, even some current issues by the end of March, 2011.
The full Vietnamese version of the report with more than 500 pages is scheduled to be published in early June, 2011. The English version will be internationally released roughly a month later.
