11. Summary of the new findings of the thesis:

The study has contributed to a scale to evaluate the impact of the tuition policy on the management of bachelor's pedagogy training based on: policy analysis through semi-structured in-depth interviews and analysis of documents; exploratory factor analysis, confirmatory factor analysis, and reliability testing. The scale is built and validated, including 119 observed variables, in which there are 10 factors describing the agent, 10 factors describing the direct impact and 8 factors describing the indirect impact of the policy.

The study shows the impact/level of impact of the tuition fee policy on the management of bachelor's pedagogy training through SEM structural model analysis. Impacts are analyzed in two groups:

+ The impact of the tuition fee exemption and reduction policy on the management of bachelor's of pedagogy training: based on the assessment of alumni and lecturers of pedagogical schools when the exemption and reduction policy has expired.

+ The impact of the policy on tuition and living expenses support (Decree 116) on the management of bachelor's degree pedagogy training: based on the initial assessment of students when the new Decree 116 is implemented from 2020 for now.

The impact of the tuition fee policy is a lesson to continue to implement Decree 116 effectively and in accordance with the set goals.

This is a brand new study that is essential for policy making. This result is a reference for policy makers to consider adjusting policies, choosing appropriate policy implementation methods in order to effectively implement policies in the management of bachelor's pedagogy training

13. Further research directions, if any:

Continue to improve the scale to assess the impact of the tuition policy on the management of bachelor's of pedagogy training;

Continue to study the direct impact, indirect impact, and peripheral impact of the policy to support tuition fees and living expenses in the next time.
