The Ministry of Construction approved the detailed planning task of VNU University of Education
On October 28, 2022, the Ministry of Construction issued Decision 990/QD-BXD approving the 1/500-scale detailed planning task of VNU University of Education under the Hoa Lac-based VNU project (QG-HN14). This will be an international standard university in Vietnam in interdisciplinary sciences and advanced technology.

The planning task is based on the technical criteria specified in Decision  234/QD-BXD dated March 11, 2011 by the Minister of Construction approving the Hoa Lac-based VNU project 1/2000-scale detailed construction plan; Decision  1267/QD-BXD dated October 21, 2014 by the Minister of Construction approving the partial adjustment to the Hoa Lac-based VNU project 1/2000-scale detailed construction plan; Decision  878/QD-BXD dated October 25, 2019 by the Minister of Construction approving the partial adjustment to the Hoa Lac-based VNU project component planning; and in Vietnam Construction Regulations, Design Standards, and the current relevant regulations.

The site allocated to QG-HN14 is located in Thach That district, Hanoi, adjacent to Route 2 and VNU University of Social Sciences and Humanities in its north; Dormitory 4 in its east; Routes 7, 9, 12 and VNU Vietnam - Japan University construction site in its south; and Route 5 and the Centre of VNU in its west.

The scope and boundaries of the planned area include the planned land plots for the units identified on the location map and the limits of the planning scope. The Project’s planned area is about 17.75 hectares with projected staff and student bodies of 754 and 7,500 respectively.

The synchronous construction according to the planning will concretize the 1/2000-scale detailed Hoa Lac-based VNU construction plan; the detailed plan solution of VNU University of Education is to ensure cohesion with the planning of the other functional areas in terms of architectural space, landscape, common technical infrastructure system as well as relative independence combined with connectivity.

A synchronous technical infrastructure system for the entire campus of VNU University of Education is to be designed and connected at the planned connection points according to the approved 1/2000-scale component plan as the basis for designing the named university’s investment, management, and construction project; as well as for determining the scope and areas of the University’s functional sections on the principle of ensuring savings and efficient land use.

QG-HN14 is to insure a synchronous connection among technical infrastructures inside and outside the project area in terms of architectural space according to the QCVN 01:2021/BXD technical specifications and specialized technical regulations.

Specifically, the planned pedagogical practice schools include lecture hall blocks, a learning service building, a multi-purpose building, playgrounds, and experience areas. The modern design of the buildings is suitable for the student’s age, learning and living space. As an autonomous institution, the High School of Education Sciences under VNU University of Education has been empowered to implement the approved construction project under VNU’s guidance.

VNU has been assigned the task of coordinating, reviewing and managing QG-HN14 as well as promptly proposing measures to overcome arising problems (if any) to ensure that the management and development are consistent with the project and the partial adjustment to the approved plan together with required project records.

VNU is to develop an investment project on the basis of QG-HN14. During the implementation of the project, VNU will be responsible for allotting the investment in accordance with the available capital sources, ensuring the connection of technical infrastructures, and the meeting of each period’s needs.
