11. Summary of the new findings in the thesis:

Gather, analyze systematically the theoretical issues on protection of whistleblowers that have not raised or that have been mentioned in other research projects but inconsistent and incomprehensive, especially in the approach of protecting whistleblowers; the demand to protect whistleblowers; roles, characteristics, contents and form of whistleblower protection law; criteria for evaluating the completion of whistleblower protection law; requirements for protecting whistleblowers in the United Nations Convention against Corruption; the lessons and experience about building and enforcing whistleblower protection law in some countries in the world and the applicable ability in Vietnam.

Comprehensively analyze and evaluate the framework of existing whistleblower protection law, based on criteria of consistency, validity, feasibility and conditions and circumstances of Vietnam, and in compliance with the relevant international treaties and laws of some countries regarding to this issue; Analyze and evaluate the legal enforcement of the individuals, competent authority, in order to show shortcomings, limitations and causes, and to propose the requirements and solutions to complete framework of whistleblower protection law in Vietnam in the future.

12. Practical application:

In terms of theory, the thesis provide useful and trustful resources about the existing researches on denunciation and protection of whistleblowers, which helps policy makers, managers, law researchers and teachers to have more profound and comprehensive viewpoint about whistleblower protection law and mechanism in the world and in Vietnam.

In terms of practice, the thesis can be used as reference for the relevant State agencies and social organizations to amend and supplement the system of legal documents, as well as enforce and supervise whistleblower protection law. In addition, the thesis can be used as reference for teaching and researching of law research and training institutions.

13. Further research directions, if any:

Whistleblower protection is a new content, so there are still many open questions in the thesis, it should continue to be studied and clarified, specifically:

- To formulate mechanisms to settle complaints on acts of revenge and repression of whistleblowers;

- Form, organization and operation of agencies who protect whistleblowers;

- Completing criminal procedure law to protect whistleblowers and witnesses when participating in legal proceedings;

- Completing and renovating the administrative complaint settlement mechanism to protect whistleblowers.

These contents are expected to be further researched in the upcoming time, in order to continue contributing to the improvement of the law on the protection of the whistleblowers in particular and the law of whistleblowers in general. It aims to improve the efficiency of the state and society in the protection of justice and protection of human rights to develop a justice, democratic, progressive and civilized society.
